Remove traceback frames from 500 error page

This extended output usually makes more harm than good, harder to understand.
Lets make it simple and stick with the simple traceback.
While I'm here remove some div html elements to give a better output from a simple
ctrl+c+v from the webbrowser and make the form post on _blank target for dpaste.com.

restrict default ignore doesn't work as documented on the NTP site and in the examples. Comment out for now (look for FreeBSD PR soon..).

Only listen for NTP support on localhost.

Also, remove an unnecessary variable definition, use rc.freenas instead of rc.subr to be consistent with the other rc scripts, and cleanup whitespace.
