restrict default ignore doesn't work as documented on the NTP site and in the examples. Comment out for now (look for FreeBSD PR soon..).

Only listen for NTP support on localhost.

Also, remove an unnecessary variable definition, use rc.freenas instead of rc.subr to be consistent with the other rc scripts, and cleanup whitespace.

Also, setup $PATH so it can look for binaries in /usr/local/bin by default as service and rc execute without that pathing specified.
