cronjob restart on add/delete/edit

check AD service trying to connect with FreeNAS_LDAP; further work may be required
to ensure the service works

check if ldap service has been successfully started by trying to connect to ldap;
furthermore we might want to check for the existence of users/groups?

use new-style DATABASES format

notify user if service failed to reload/restart when a running service settings are edited

set error message on service start fail + fix ftp

believe ldap/activedirectory service start/stop worked for now

feedback on toggling services states through services tab
