Combine the upload form with jail configuration form, it's yucky, but it works. FileWizard does not like more than 2 forms for reasons I can't figure out, so I'll take the easy way out.

Block off some unused python packages so that they only go into debug images for now (we can sort them out later... but point being is that it'll reducE the release image size a bit until they're used).
