Conditionalize the mirrored ZIL warning

While it's true that mirroring ZILs is smart in mission critical
scenarios, losing a ZIL isn't fatal on ZFS v28 like it is on ZFS
v15 and won't render a zpool completely inoperable [*].

While it's true that this is only an issue with versions of ZFS v19,
we only really deal with ZFS v15 (FreeNAS) and ZFS v28 (TrueNAS) today.

[*] There are potential recovery methods available via zdb, according
to <http://forums.freebsd.org/showthread.php?t=18221>.

Add ZFS version API and add def. prog. to APIs.

Also document requirements using RST so that people can understand
clearly what the requirements and intent of the APIs are.
