bugfix: usual emails were not replacing aliases

remove deprecated identifier_to_partition from notifier

bundle notifier methods into migrations (make them independent)

fix zfs_detach_disk and remove deprecated/unused zfs_add_spare

Clean up imports to be PEP8 compliant.

- Make reporting component tunable for people like me who want to build without reporting and all the X11 crud that comes along with it (systat, etc suffices for power users like me). This is a developer convenience and shouldn't be disabled in releases unless we either sort out the reporting system to use straight django hooks, or make it a plugin in 8.1 RELEASE.
- Reorder build dependencies so that common components (needed by dbus, avahi, etc) aren't dependent on REPORTING.
- Remove unnecessary features in packages as we don't need a full blown desktop environment on our NAS appliances.

Tested with the following matrix:

The fat images (all 3 features) are in the neighborhood of 105MB compressed (post the features being disabled). The stripped down images are somewhere in the neighborhood of 73MB compressed.

NOTE: Disabling REPORTING isn't very wise today as it will spew out ImportErrors from graph.py -- so please note this before you remove REPORTING from SW_FEATURES.

Fix tunable whitelist regexp

Align.

Tunables can be specified like mfi_enable too; allow this format.
