Improvements to ix-loader script:

1. Don't emit null string comments, similar to ix-sysctl @ r8095.
2. Mute noise from sha256 and cat when catting pseudo temporary file.
3. Make mount/unmount of / more atomic by writing the final loader.conf output
to a _real_ temporary file (this pattern might need to be propagated
elsewhere throughout the ix-* scripts).
4. Make user customizations more apparent to the person reading the file.

Fix sysctl generation:

- Values should always be quoted. This isn't required if the value is only one word, but it is if it's multiple words, i.e. "a b c d".
- Don't emit hash if the comment is empty (''). The database entry stuff needs to be cleaned up to reject input like ' ' still though.

Delete perl with -f to ignore dependencies. Some investigation needs to be done to determine why so many packages are depending on perl if in reality we haven't seen an issue with perl yet on FreeNAS.
