Set correct output encoding.

Ahhrrgg, after thinking about this problem i come to the conclusion that we should test this fix to handle the encoding problem. We can undo this if we run into greater problems.

Undo previous changes because they're to hot (don't touch a running system). Instead do not allow to use special characters as share name/comment.

Try to fix bug in config parser when using special characters like 'öäüÖÄÜ'. Set encoding depending on selected webGUI language.

Refactor 'System/Advanced/Startup'. Renamed to 'System/Advanced/Command scripts'. Add ability to define scripts executed before system shutdown.

Improve status report configuration. Allow user to select which reports should be included.

Modify config.xml. Add new config attribute 'job' to xml parser.

Begin to refactor complete user/group management (code, services & WebGUI).

Begin to recode 'iSCSI Target' implementation (WebGUI + services).

Fix bug when parsing config.xml file with attributes auxparam.
