Hackity hack to make webshell communication under unix socket using XML-RPC

This should address the security issue of the previous commit related to webshell.
There is still a lot to do but thats a good start working version.

Move webshell to a standalone daemon.

This is a simple move, communication done vi XML-RPC.
There is a lot of room for improvement, this is a commit progress.
Also fix the SIGHUP (Ctrl-C) for webshell.

Using shutdown -r now instead of reboot calls rc.shutdown, which
in turn allows the system to reboot more gracefully by notifying
services that they need to stop before the system is rebooted.

Minor pythonic change.

Make sure to change status of the pool only if is not HEALTHY and there are "warnings" in action/status sections
