Bump dojo to 1.7.2

Move plugins app after services (this has effect on tree menu)

As of django 1.3 STATIC_URL and MEDIA_URL are different things and should be treated as such
Let's move static content under freeadmin app

Push some other iX repo changes out into FreeNAS.

functions.sh:

Some versions of grep had an issue where the "iscompressed" function would fail to discern whether or not a file was compressed based on the file extension. Convert to a case statement instead of using egrep.

notifier.py:

Fix a typo and add an XXX comment in the notifier.sysctl method.

A mostly style change to use $() instead of ``

256MB for firmware downloads seems excessive. Reduce to 32MB.

We need to rethink where these files are placed because it
would cause issues if a) /var was getting low on space, or
b) the system was under memory pressure.
