BuildKey and BuildValue Swift Interface + fetch Build Results from database

This interface adds support for the specific parameters each BuildKey could have.

rdar://50298914&50298982&50298807&50298812

This PR contains separate, itself logically consistent commits for adding a C and Swift interface for BuildKey and BuildValue as well as an implementation for fetching build results from the build database - including the newly adding timing information. Everything in the Swift interface is unit tested.
