[OSQA-134] Allow completely anonymous posting of questions

I am not talking about signing in after filling the question form, I think that OSQA should allow posting questions remaining anonymous from the beginning to the end of the process.

We don't want to make anonymous posting the default, and we don't really agree that it helps encourage positive community engagement by making it easy to post. Instead, we think that there is a strong tendency to post low-grade junk and spam among those who refuse to login.

In any case, we do believe in "have it your way" and we should support this as a site option.
