[OSQA-875] Some translatable strings are not well i18n'ed

[reporter="milo", created="Wed, 4 Jul 2012 15:50:04 -0400"] While translating OSQA into Italian, I ran into quite a lot of strings marked for being translated, but that are not really well suited for other languages other than (probably) English.

There are strings that are concatenated in a way that is impossible for translator to have a fully l10n'ed experience. An example are all the strings about user activities, that are made up "adding" the single words to create a sentence (i.e. "%(user)s %(has_or_have) ACTION").

Other strings, in the HTML templates, are not well constructed too, preventing translators to localize everything (like quotes).

With this bug I would like to track these problems, and maybe provide patches here.

[author="milo", created="Wed, 4 Jul 2012 15:54:39 -0400"] This is a simple fix for the tags.html template string that is shown when executing a query for a particular tag or tags. The original translated string was cut before including the single quote, that translator would probably want to localize in their own language habits. Also, the ending colon was missing, and there are languages where a space is needed before these punctuations. The proposed patch is not really optimal too, since in the translatable string now we include also HTML syntax, but I couldn't find a clean way to do it with Django template.
