Increase attachment size on GitLab.com from 10MB to 100MB

Description of the problem

The gitlab.com site has a configured limit of 10MBs for file/attachment uploads. This prevents me from being able to upload pre-built packages (e.g. jar files, compressed asset archives, etc.) in a ready-to-use format for students that need to use the system. I wanted to add these resources for each release tag I add to the repository just like I was able to do here1, but in other projects, such as this one2.

This issue3 shows that GitHub was already offering 100MB of storage for such uploads; that was 2 years ago. (I'm using GitLab is because I think the MIT license for GitLab-CE is friendlier toward end-users.)

The request is to, hopefully, have the site's config value in the admin dashboard updated so that it accepts file attachments of larger sizes (e.g. at least 200MBs).
