Improve IDLE Format Paragraph doc

Improve the IDLE doc entry for the Format / Format Paragraph menu item, based on this discuss topic.

• Define 'paragraph' to better match what is dependably handled as more or less expected. In particular, specify equal indents.
• Mention that indent of result is indent of paragraph.
• And how to modify max length.
• And to not rewrap code.

I consider the last point to be implicit in the current entry and more obviously so in the revision already prepared. I included it in the initial version but will consider removing it after more discussion.

Maybe you could help with #106318. It is easy, and there are several related PRs to serve as guidelines.

IDLE doc issues can be found in the IDLE project Documentation section, currently # 303. Apparently none have PRs, but most are not easy. If you want to help on one, say so on the issue. I am planning to pick some more to work on. In at least some cases, the possible new text should be discussed first on the issue.

There are also some draft issues; I don't know who else can touch them, or turn into a proper issue.

A couple of issues might be done already -- I plan to review.
