  1. Fix ty unresolved-attribute warnings and add mypy back (#1737)

    * Fix ty unresolved-attribute warnings and stop globally ignoring them

    Major changes:
    - Convert BoundCommandFunc and UnboundCommandFunc TypeAliases in types.py to Protocol classes for stricter type checking
    - Added `_NamedCallable` Protocol class in annotated.py for stricter type checking of function references
    - Used `getattr` and/or `cast()` to help resolve some type errors in cmd2.py

    Minor changes:
    - Added type ignore for `ty:unresolved-attribute` to a number of places we were already ignoring `attr-defined` for mypy (problem of different name for same type of check)

  1. Update ruff to version 0.16.5 (#1738)

    * Update typos to 1.50.0
    * Upgrade ruff to 0.15.6

    This new version of ruff now auto-formats Python code blocks in Markdown files. The main changes applies are whitespace and converting single quotes to double quotes in our Python code blocks in the Markdown documentation.

    I had to add a couple Markdown comments to turn formatting off and back on in some limited sections that use extra syntax for snippet inclusion that isn't supported by generic Markdown.

  1. Exclude mkdocs.yml from Prek's check-yaml

    With the release of Prek 0.5.1 they added stricter YAML validation and it chokes on the !ENV tags in our mkdocs.yml file.

    We are still using Prettier for auto-formatting of YAML, this just bypasses Prek's YAML validation for this one file so that "make check" continues to pass without issues.
