Support Python 3.15 and the GDS client 2.3 - #493

- Add the Python 3.15 classifier and CI unit-test matrix entry. - Use pandas 3 on Python 3.15+, since pandas 2 has no 3.15 wheels. - Skip the snowflake extra and notebook group on 3.15 until snowflake-connector-python ships 3.15 wheels. - Bump the streamlit dev pin to 1.66.1: its pyarrow<26 cap was pulling in a pyarrow version without 3.15 wheels. - Avoid pandas 3.1 deprecation warnings (inplace/copy keywords) in the GDS and pandas code paths. - Lock: graphdatascience 2.3, pyarrow 26.0.0, pandas 3.1.0 on the 3.15 fork.
