[Users Table]: Table disappears/shrinks when navigating pages #13766

Observed behavior

When going through the pages the entire container shrinks and expands constantly which should be avoided if possible:

Expected behavior
The KPageContainer would remain at 100% height during the page loading process and the loading spinner should be centered within it.
The long-term solution for this is to use skeleton loaders but we don't have that at hand currently, so we should focus on making sure the UX doesn't involve flashing/resizing weirdness as reported.
