- GitHub moves `ubuntu-latest` to Ubuntu 26.04 between 2026-10-19 and 2026-11-19 (actions/runner-images#14748), which would change the runner's preinstalled JDKs and system packages without a reviewed change. - `ubuntu-24.04` is what `ubuntu-latest` resolves to today, so current runs don't change.
