Description of changes:
Adds THIRD-PARTY-LICENSES to the tarball.
Following #635, this adds (hopefully) the THIRD-PARTY-LICENSES to the tarball. Apparently, Poetry doesn't use Manifest anymore which is why it didn't work in the first try.
