fix: exclude .claude/ worktrees from RAT checks - #13214

AI agents (Claude Code, etc.) create worktrees under .claude/worktrees/. These directories contain no source files requiring a license header and should be excluded from RAT checks the same way .mvn/ and .jbang/ are. Co-authored-by: Claude Sonnet 4.6 <noreply@anthropic.com>
