lambda: add three new lambda events with python weblogs

Motivation

To finalize the work started with #5155, by adding the last three remaining http event types.

Changes

Following the same pattern as the previous PR:

• modify lambda-proxy to support lambda function url service, application load balancer and application load balancer multi header
• add corresponding python_lambda weblogs
• update the manifests and decorators with known irrelevant features and bugs

Workflow
