No stranded PRs: no open develop PR is green, non-soundness, past grace, auto-merge OFF, and showing prior arm intent (ready_for_review / auto_merge enable-then-drop). Intentional holds (never armed) are excluded by design.

Closing while clear. The last nightly write was “No stranded PRs” (2026-08-07), and the sweep has stayed silent since. The nightly job will reopen this issue if a true stranding appears.
